Once a carer has expressed interest, return to 'Invited Workers' and you should have the option to create an agreement with the carer.
Clicking this will prompt you with creating a service agreement. Unless a conversation between client and carer has taken place regarding any changes to the job you should be able to publish the agreement with no changes, just ensure the details are correct before publishing.
